The Los Angeles Times has recently published a series of articles on the concept of "value added" teacher evaluation tools.

Essentially, the Times is assessing teacher perfomance based on the test scores of students.  Each students'  tests scores are used to project future progress.  Here is an explanation of the value-added approach.
